Bokaro Pvt. ITI with Bokaro Steel Plant as Industry Partner

1. Background

Technical Education and Vocational Training is an essential tool to support economic growth, social development and national wealth creation. It contributes significantly to poverty eradication by generating employment opportunities for under-privileged and aspiring unemployed youth, thereby supporting sustainable national development.

India has over 15,000 Industrial Training Institutes (ITIs), of which approximately 85% are run by the private sector and 15% are government-funded. As per skill gap reports, during the period 2013–2022, the incremental demand for skilled manpower was estimated at 10 crore workers, i.e. nearly one crore skilled workers per year. However, the combined annual training capacity of all ITIs is only about 25 lakh seats.

While capacity is a major constraint, industries employing ITI pass-outs have also expressed concern that the quality of training imparted often does not meet industry standards.

To bridge this gap between ITI trainees’ learning outcomes and industry requirements, and to make the workforce market-relevant, equitable, efficient and high quality, the Government of India formulated the National Skill Development Policy, 2009. Under this policy, industries were assigned the role and responsibility of owning, supporting and facilitating skill development initiatives.

Accordingly, BIET / Bokaro Pvt. ITI (BPITI), established under the aegis of BSL–CSR in the year 2010 to address IR issues and generate employment avenues for local unemployed youth, entered into an agreement with BSL–HRD in 2011 to provide on-the-job plant training of 02–03 months duration to all trainees admitted at BPITI.

2. Objective of CTS On-the-Job Training

The objective of the CTS On-the-Job Training scheme is to enable industries and establishments to partner with Government and Private ITIs for conducting training programmes under high-employability courses, thereby fulfilling their skilled manpower requirements.

CTS On-the-Job Training is an amalgamation of theoretical training imparted through ITIs and practical training imparted through industry. It strengthens industry linkages and provides hands-on exposure to the latest and updated technologies used in industry.

Under the CTS scheme, trainees awarded the National Trade Certificate (NTC) gain a competitive advantage over regular ITI pass-outs in terms of employability and employment opportunities. With the vision of making ITI trainees industry-ready, DGT encourages ITIs to participate in CTS On-the-Job Training programmes.

3. Coverage of CTS Training

The CTS System of Training is currently operational at BPITI across all trades, including service sector trades and trades in new and emerging sectors. All these courses are NSQF-aligned.

4. Training Structure

  • ITI Component: Trade theory, basic practical training, safety practices, and familiarisation with tools and equipment are conducted at the ITI.
  • Industry Component: Advanced practical training and industrial exposure are provided through on-the-job training in the industry.

5. Industrial Exposure

For practical and industrial exposure, trainees are required to undergo on-the-job training in industry. The Industry Partner may train trainees at multiple locations to expose them to a variety of skills.

Example: In the automotive sector, a trainee may be exposed to the production/assembly line, repair and service workshops, as well as sales functions at a dealership.

6. Duration of On-the-Job Training

For both one-year and two-year courses, the duration of plant-based practical training ranges from 02 to 06 months.

7. Stipend Provision

During the on-the-job training period, there is no provision of stipend. Instead, trainees pay a nominal amount of ₹1/- per trainee as a certification charge for availing on-the-job training.

8. Seats and Shift Approval

Bokaro Pvt. ITI has approval from the Member Secretary, NCVT for operating 1st and 2nd shifts. Accordingly, the sanctioned strength stands as approved.

9. Assessment and Certification

  • Assessment for trade theory and ITI-based practical training shall be conducted as per DGT/NCVT norms.
  • Assessment of industrial on-the-job training shall be carried out by the Industry Partner.

10. Admission and Examination

Admission and examination patterns for CTS On-the-Job Training shall be the same as those prescribed under the Craftsmen Training Scheme (CTS).

11. Certification

After successful completion of training, trainees shall be awarded the National Trade Certificate (NTC).

12. Role of Industry Partner

  • Assign qualified trainers
  • Follow the prescribed curriculum
  • Prepare weekly training schedules
  • Maintain training progress diaries
  • Provide domain-specific skill training and supervision
  • Facilitate ITI instructors accompanying trainees to the plant and provide necessary assistance during training

14. Status of Trainees

As per the scheme, trainees remain on the rolls of the Institute even while undergoing training in the industry. The Institute remains the main custodian. Hence, trainees shall not claim medical, accommodation, employment or any other benefits from Bokaro Steel Plant.
